US Reportedly Warns Palestinian UN Envoy Over Role Bid, Visa Access
The issue reportedly stems from Palestinian diplomatic efforts to increase their standing within the United Nations system, including aspirations for full membership and leadership roles in the General Assembly. These efforts have faced consistent opposition from both the United States and Israel.
According to the reported cable, US diplomats were instructed to inform Palestinian UN envoy Riyad Mansour that his candidacy for a leadership post “fuels tensions” and could undermine ongoing diplomatic initiatives related to Gaza, while warning of potential consequences if the plan is not withdrawn.
Mansour had previously stepped back from a separate bid for the presidency of the General Assembly earlier in the year following diplomatic pressure, and the next election cycle for senior General Assembly positions is scheduled for early June.
US officials were also reportedly directed to raise concerns over financial arrangements involving Palestinian tax and customs revenues withheld by Israel, linking progress on those funds to what they described as “good faith” engagement from Palestinian authorities. These revenues form a significant portion of the Palestinian Authority’s budget and have been largely frozen since the outbreak of the Gaza conflict following the events of October 2023.
Meanwhile, Israeli military operations in Gaza have continued amid ongoing conflict dynamics, despite intermittent ceasefire efforts, contributing to widespread displacement and casualties, according to humanitarian assessments.
The Palestinian Authority currently holds non-member observer status at the United Nations, which does not grant voting rights in the General Assembly. While a previous resolution supported upgrading its status, full membership requires approval from the UN Security Council, where past attempts have been blocked.
Under the UN headquarters agreement, the United States is required to allow entry for officials attending UN business, though it has in the past restricted visas for selected foreign representatives, citing national security considerations.
